The Council of Europe Law Competition “Erga Omnes”
The Council of Europe Law Competition “Erga Omnes” was first organized in 2017 and since that time it has been held on an annual basis.
The competition Erga Omnes is organized by the BILA Association together with the Council of Europe and the Council of Europe Information Point in Minsk.
The competition is aimed to raise awareness among students of Belarusian universities of various specialties about the values and achievements of the Council of Europe in the field of human rights.
The main topics of the competition, as a rule, are:
- action against trafficking in human beings;
- fight against corruption;
- human rights.
Participation in the competition involves passing through several stages.
The first stage: the registration to the competition and the preparation of the essay on the defined topic. Authors of the best essays are invited to participate in the next stage of the competition, which is organized on the territory of the Dudinka recreation area, as a rule, in July of each year. Within a few days, the participants will have to go through the next stages of the competition, solve actual problems and tasks, work individually and as part of a team.
The format of tasks is the solution of cases and tasks based on real situations. Tasks are assessed by national and international experts who give individual comments in a lecture-practical format and determine the winners of the competition.
Participants who took 1st and 2nd place, as a prize, get the opportunity to attend one of the Council of Europe events in Strasbourg (France). In addition, the winners who won the first three places receive a certificate of participation in the competition, as well as valuable prizes and gifts.
Over the years of the contest, more than 300 applications for participation from students from all over Belarus have been received. In 2017, 24 students from 11 universities participated in the competition, including regional universities from 6 regions of the country (report). In 2018, the authors of the best 20 essays were invited to participate in the next stage of the competition. In 2019, the top 20 essays were also identified, the authors of which were included in the list of participants of the competition.
The winners of the competition visited the World Forum for Democracy in 2017, 2018 and 2019, which takes place annually in November in Strasbourg.
In 2017 Alexandra Sandul (Belarusian State University, Minsk), Andrei Nagibin (International University “MITSO”, Minsk), Vasilina Akulitskaya (International University “MITSO”, Minsk), Yuri Gordeychuk (Belarusian State Agricultural Academy, Gorki) took part in the trip.
The winners of the Erga Omnes-2018 who visited the World Forum for Democracy in November 2018: Diana Faletskaya (International University “MITSO”, Minsk), Victoria Krishtal (International University “MITSO”, Minsk), Diana Makhnach (Vitebsk State University named after P.M. Masherov, Vitebsk) , Kirill Khilchuk (Belarusian State University named after A.S. Pushkin, Brest).
In 2019, the World Forum for Democracy in Strasbourg was visited by Ilya Khromtsov (Belarusian State Agricultural Academy, Gorki), Ekaterina Vinnikova (Belarusian State University, Minsk), Alla Kolosova (Belarusian State University, Minsk) and Bogdan Shnyp (International University “MITSO”, Minsk).
